Millicent graduated from Niagara University (Lewiston, New York) with a Bachelor of Science in biochemistry. She then obtained the degree of Doctor of Podiatric Medicine (D.P.M.) from the Scholl College of Podiatric Medicine in Chicago, Illinois. Millicent then completed a one-year surgical residency of the foot and ankle at the Merrillville Surgical Center and St. Mary's Hospital in Merrillville, Indiana. In addition, she is the past President of the Ontario Podiatric Medical Association and the current treasurer of the Canadian Podiatric Medical Association.
